How was George Bush benefiting by keeping the Boogie Man around all those years?

A very old and a very effective ploy. Fear is probably the strongest motivating factor. Keep people afraid and promise to be the solution and you can do almost whatever you want. That seemed to be the Bush Jr. and Cheney MO almost from the start of their administration. And Republicans are still trying to use it with all of mindless accusations against President Obama.
